Chelsea covers the corporate version: the meeting culture of London’s professional services sector has, like the BBC, developed a coverage apparatus (the debrief, the alignment meeting, the implementation review) that sustains itself independently of the outcomes it was created to produce.

The corporate meeting recursion: the initial meeting produces decisions (layer one); the debrief meeting produces a record of those decisions (layer two); the alignment meeting ensures all stakeholders understand the decisions from the debrief (layer three); the implementation review assesses whether the decisions from the debrief alignment meeting are being actioned (layer four). The decision is at layer one. The implementation is at layer zero. The implementation review is at layer four and has not yet found the implementation because the implementation is at layer zero and the meeting structure is at layer four. The meeting culture is self-sustaining. The implementation remains pending.
